Severity: Critical (CVSS 9.8 Remote Code Execution)
A critical remote code execution vulnerability designated as CVE-2024-4577 has affected PHP deployments across Windows, Apache, and certain CGI configurations. Discovered by security researcher Orange Tsai of DEVCORE, this vulnerability stems from character encoding conversion oversights in PHP's character best-fit mapping when handling query arguments on Windows systems.
Vulnerability Mechanism Explained
When Apache processes query string parameters, it escapes command line switches before handing arguments to the underlying PHP CGI binary. However, Windows operating system locale code-page translation (such as CP936, CP950, and UTF-8 best-fit mappings) interprets soft hyphens (Unicode 0xAD) as standard ASCII hyphens (-).
An attacker can pass encoded characters (such as %ad) in query parameters to inject command-line switches directly into the PHP engine, bypassing validation and triggering arbitrary code execution.
Immediate Remediation Steps for Server Administrators
- Upgrade PHP Binaries: Upgrade to PHP 8.1.29, PHP 8.2.20, or PHP 8.3.8 and above, where best-fit character evaluation has been patched.
- Abandon Legacy PHP-CGI: Ensure Apache and web servers utilize FastCGI (mod_fcgid) or PHP-FPM rather than traditional script-alias CGI wrappers.
- Rewrite Rule Gatekeeper: Insert emergency Mod_Rewrite directives to reject soft-hyphen query strings before reaching PHP.
- Enterprise Perimeter Defense: Deploy a next-generation firewall such as Sophos XGS or Fortinet FortiGate with automated intrusion prevention (IPS) signatures.
